The National Clinician Consultation Center, part of UCSF’s Department of Family and Community Medicine at San Francisco General Hospital, is funded through grants and partnerships with a number of federal and state agencies that support its mission to improve healthcare provider capacity through clinical consultation and education. NCCC is part of the AIDS Education and Training Centers Program (AETCs), funded by the Ryan White HIV/AIDS Program of the Health Resources and Services Administration (HRSA)’s HIV/AIDS Bureau, in partnership with the Centers for Disease Control and Prevention (CDC). The Center accepts no funding from pharmaceutical or medical device organizations.
Health Resources and Services Administration
HRSA has been a leader in providing support for HIV care since the beginning of the AIDS epidemic, and is the NCCC’s primary funder through AIDS Education and Training Centers project of the Ryan White HIV/AIDS Program. HRSA’s Ryan White HIV/AIDS Program provides HIV-related services in the United States for those who do not have sufficient health care coverage or financial resources for coping with HIV disease. The program is estimated to reach half a million HIV-infected persons annually and is the largest federally funded HIV program in the nation, filling gaps in care not met by other payers.
University of California, San Francisco
The NCCC is a part of the University of California, San Francisco’s Department of Family and Community Medicine (DFCM) located at San Francisco General Hospital, institutions that have been leaders in providing HIV/AIDS services since early in the epidemic. Through consultation and collaboration, the NCCC supports DFCM’s mission to educate students and residents in family medicine, with an emphasis on meeting the needs of the economically disadvantaged and the medically underserved; to advance knowledge in family and community medicine; and develop methods of primary care that are effective, efficient and accessible to all people.

AIDS Education and Training Centers National Network
The NCCC serves as the national consultation arm for the HRSA AETC Program. The mission of the AETC program is to improve the quality of life of patients living with HIV/AIDS through the provision of high-quality professional education and training. The AETC program supports a network of 11 regional centers and more than 130 local performance sites that conduct targeted, multi-disciplinary education and training programs for healthcare providers treating persons with HIV/AIDS. The AETCs serve all 50 States, the District of Columbia, the Virgin Islands, Puerto Rico, and the six U.S.-affiliated Pacific Jurisdictions.
Centers for Disease Control and Prevention
The NCCC receives funding from the CDC in support of its post-exposure prophylaxis (PEP), pre-exposure prophylaxis (PrEP), routine testing, and transmission prevention consultation efforts. Dr. Goldschmidt serves as a member of the CDC Occupational PEP Guideline Group and is an adviser to the Pre-exposure Prophylaxis (PrEP) Guidelines group. The NCCC works with the CDC’s HIV Screening. Standard Care. campaign to promote HIV prevention strategies and consultation to healthcare providers. As part of the project, the NCCC creates and distributes materials on its HIV/AIDS Management Service (Warmline) for inclusion in mailings to Minority AIDS Initiative partners such as the NMA, the National Black Nurses Association, and others.
Federal Bureau of Prisons
The Center receives support for the provision of regular clinical consultation conference calls with Bureau of Prisons physicians and pharmacists to review challenging cases for teaching and consultation purposes.

Faculty members of the Center serve as members or expert panelists of the following:
- Updated U.S. Public Health Service Guidelines for the Management of Occupational Exposures to HIV and Recommendations for Postexposure Prophylaxis
- Guidelines for the Use of ARV Agents in HIV-1-Infected Adults and Adolescents
- Guidelines for Prevention and Treatment of Opportunistic Infections in HIV-Infected Adults and Adolescents
- Recommendations for Use of Antiretroviral Drugs in Pregnant HIV-1-Infected Women for Maternal Health and Interventions to Reduce Perinatal HIV Transmission in the U.S.
Faculty members of the Center serve as advisers to the following guideline groups:
- Antiretroviral Postexposure Prophylaxis after Sexual, Injection-drug Use, or Other Nonoccupational Exposure to HIV in the United States
- Preexposure Prophylaxis for the Prevention of HIV Infection in MSM
- Interim Guidance for Clinicians Considering the Use of Preexposure Prophylaxis for the Prevention of HIV Infection in Heterosexually Active Adults

The Center works with Experience Lab, a user-centered digital strategy, research, architecture and design firm to ensure that its website and digital communications are easily usable and relevant to our clinical audience.
Experience Lab tackles complex customer-need and information design challenges, working deeply in research-based processes together with clients and partnering agencies to deliver effective websites and applications. Coupling this with a methodical project process, Experience Lab brings field research and client collaboration together to bring about smooth and thoughtful decision-making, design, and development.
